What is a Video Management System?

A video management system (VMS) is a management software that is part of a network security camera system.  A VMS allows end-users to view and interact with video footage.  Using a VMS, you can manage camera and recording settings, view multiple feeds at once, and create alerts.  You can also analyze and export the footage for use in incident reporting and safety improvement. 

What VMS does WSU currently use?

What is the University’s Policy for Security Cameras?

The official policy for security cameras is BPPM 50.35 Safety and Security Video Surveillance.  
 

How can I get a camera(s) installed?

Please visit the Service Center or the Security Camera Installation Request page to fill out the form.
 

Can I install my own cameras?

Per the University policy, regulations state that all installs must meet certain requirements:
-Be completed by FAIS or designee/contractor;
-Comply with applicable building codes; and
-Comply with AMP Netconnect/Commscope Standards.
However, our team would be pleased to meet with you to discuss your security camera needs once we receive a request for camera installation. We can offer advice on areas of coverage, camera models, prices, and other requirements. 
 

What is the purpose of having security cameras on campus?

The Safety and Security Video Surveillance policy (BPPM 50.35) states that the video surveillance system may be used actively or passively primarily for:
-Enhancement of personal safety
-Enhancement of property protection
-Surveillance of criminal or suspected criminal activity
-Substantiation of civil complaints
 

Who is in charge of the security camera system?

The WSU Office of Public Safety, with support from Finance and Administrative Information Services (FAIS), is exclusively authorized to select, coordinate, operate, manage, and monitor all video surveillance systems pursuant to the BPPM 50.35 policy.

In addition, the Security Camera Oversight Committee (SCOC) monitors the execution and review of this policy (BPPM 50.35).  If you would like to learn more about the SCOC Committee, you can do so here

Who can access the video system?

Access to live or recorded security camera data is limited to personnel authorized by the Associate Vice President of Public Safety.

Typically, personnel with administrative or functional responsibilities where security camera systems are used are granted authorization to access the data for their specific areas.

Also, all of the following personnel are granted authorization by the Associate Vice President of Public Safety to access the data, unless doing so compromises an investigation:

-Police department personnel
-FAIS personnel
-Public Records Office personnel
-Human Resource Services (HRS) investigative personnel
-Internal Audit investigative personnel
-Senior University administrators (vice president, dean, and above)

How can I request access to the Security Camera System?

The Policy (BPPM 50.35) has a formal request procedure. Please fill out the Security Camera System Access Request form. 

Can I make a public records request for video?

All public records requests, including requests for the release of security camera records, must follow the University’s public records request policy.  See WAC 504-45-030 and BPPM 90.05.  The Office of Public Safety is responsible for providing any video surveillance records covered by this section (BPPM 50.35) that are requested through the Public Records Office.
